These Terms of Use (“Terms”) govern your use of the “ГОС НОМЕРА / GOS NOMERA” mobile app and website (the “Service”).

By using the Service, you confirm that you have read and agree to these Terms.

Important The Service is a private classifieds and user‑to‑user communication platform. We are not a governmental entity and are not affiliated with any government agencies (including traffic police).

1. Service overview

• The Service enables users to publish listings and communicate with each other.
• The Service is not a party to user‑to‑user transactions and does not perform official registration/transfer actions.
• The Service is intended for users 18+.

2. Account

• You must provide accurate information when registering.
• You are responsible for maintaining the confidentiality of your credentials and for all actions performed under your account.
• You must notify us promptly if you suspect unauthorized use.

3. User content and rules

Users may publish content (listings, photos, descriptions, messages). You agree not to:

• Publish misleading, fraudulent, illegal, or infringing content.
• Harass or threaten other users.
• Use automated tools for scraping or disrupting the Service.
• Publish spam or unsolicited advertising.

4. User interaction and transactions

• All transaction arrangements (price, payment method, delivery/transfer, paperwork) are agreed directly between users.
• Users are responsible for complying with applicable law.
• The Operator may take moderation actions (remove content, restrict access, block accounts) but does not guarantee the legality or good faith of users.

5. Paid digital features, payments and refunds

• The Service may offer paid digital features inside the app (e.g., listing promotion, increased limits).
• iOS: payments for digital features are processed exclusively via Apple In‑App Purchase.
• Refunds for iOS purchases are handled by Apple according to App Store rules (request at reportaproblem.apple.com).
• Android/Web: if applicable, payments may be processed by external payment providers; refunds are handled via support.
• If the Service uses an internal balance, it is intended only for digital features inside the Service and is not a bank account.

6. Intellectual property

All rights in the Service (design, logos, code, databases) belong to the Operator. You may not copy or distribute Service materials without permission, except as allowed by law.

7. Liability

The Service is provided “as is”. The Operator is not responsible for user actions, user content, or user‑to‑user arrangements. We do our best to keep the Service stable and secure, but cannot guarantee uninterrupted operation.

8. Privacy

Personal data is processed according to our Privacy Policy.

9. Moderation and enforcement

We may moderate content and restrict access for violations, fraud, spam, repeated user complaints, or legal requirements.

10. Termination and account deletion

You may stop using the Service at any time. To request account deletion, contact: gosnum@mail.ru

11. Disputes

Disputes should be attempted to be resolved by negotiation. If unresolved, disputes are handled under applicable law.
